Some builders actually have a policy of zero negotiation with members of the public on pricing/upgrades, but will negotiate with agents.

When I reached out to several lenders, they said that I would have an issue downsizing from my more expensive house to a lower priced house, and that the only way that I would be able to get owner occupied conventional rates would be if I upgraded into a house that was worth more than my current property.

5,000 of rehab is a high estimate with a few upgrades to make the house stand out. 

Every unit gets consistent upgrades, better common areas, etc.

We make all repairs in a timely fashion but any upgrades to flooring, changes in paint etc. will be done when the unit is vacant.

We chose to have hardwood floor throughout the main floor as a personal upgrade choice.
