I would rather have 4 Class A properties than 20 Class C properties (20 roofs to replace, HVAC, more tenant issues, property management fees, AC unit stolen, etc).Wealth from real estate is built on appreciation and equity - look at all the multi-millionaires in coastal California whose property values have gone up dramatically over the years and our property taxes increase 2% a year from the base value (Proposition 13) compared to other states whose taxes go up a lot.

I'm not sure what market you're in but in the markets we have worked and purchased in it's the tax assessor site that includes the sold data. 

What would be the best way to do this for tax purposes, liability, and breaks? 

While dodd frank may not apply, you still have to follow many consumer finance laws, such as making sure the borrower has the ability to repay, sending them proper statements, tax forms, escrow anaylsis etc.

And I assume they will allow poorer individuals the tax credit too, not just folks who can afford the $5 latte but are living in their parents basement.
