Even if they get some of it off, it returns in 2-3 days.We're in the northwest where it's rainy and damp all year long and as far as I can tell from investigating the internet and youtube (yes, the source of all truths lol), these are mold and yes, they are hard to come off.

Don't ask a builder for his referrences so much, they may give you his cousin and brother-in-law.Talk to your bank about construction financing and who they like to work with, who comes in on budget and on time.There should be a Home Builder's Association in your area, investigate who the members are and their standing.
