But, you should have the actual numbers -- COC, ROE, IRR. 

An estoppel certificate signed by every tenant stating they are in a month-to-month tenancy at how much rent, are they current, amount of security deposit - even if the amount is zero it needs to say that.Tell them now because these will take time to prepare and then the seller has to get the tenants to actually sign them. 

Hey @Amani Clarke - since you mentioned it's a creative finance deal, I'm guessing that's why you're able to overlook all the other nuances of destabilizing a rent controlled building.

I don't find anyone abusing heat or air conditioning and since I provide all utilities including the Internet, I have actually come too appreciate the simplicity and additional control I have.

I don't have much to add from the actual loan terms consideration, but I would encourage you to assign each property a value for a partial release and include that in your loan terms with the seller.

It's like a friggin guessing game.I'm seeing way too many people wanting to JUST do Section 8 thinking it somehow de-risks their investment.
