I am not a legal advisor and you should seek advice from your attorney...just in case.OREC Oklahoma Real Estate Commission is looking into the possibilities of making Wholesaling a licensable activity.

@Mark Williams if you have an established relationship with a broker in your area, they should be able to pull up information on comps so that you can look at price per door.

I am a Licensed and Bonded General Contractor in the Sequim (SKWIM), WA area, located in the North Olympic Peninsula.  

If Yes on Question #2, how should the assessment values between land and building & improvements be established?

The stormwater plan may need to be submitted by a licensed civil engineer too.
