@Amy Lui well, there may be a lot of factors that I am not aware of here... but at the surface, it seems your issue here is "who is assuming Risk."

The other two rooms already had hard surface (vinyl) flooring so now at this point the entire house is hard flooring and there is not carpet anywhere.

Problem is this town has no rain drainage so I'd end up getting ALL of the rain water from the road as well, most likely overloading some simple trench drain.  

You would need to speak with an experienced lender if you are looking to use one as they are not as simple as they appear on the surface.

Perhaps it serves as the natural drainage for the surrounding area and therefore no building is allowed on it..

I feel like I am just scratching the surface.

I'm sure you're a nice guy but on the surface of it you went behind the PM's back and interfered with his business.

@Justin StanfieldI have 4 townhouse rental properties with flat roofs for most of the roof surface and a mansard shingle roof for about 8 feet of the front of the house.
