The response I received from the PM was that it's due to recent legislation where she's seen "professional" tenants take advantage of recent tenant protection laws that allow them to stay in the property without having to pay rent for the term of the lease.

Usually you can come to some reasonable meeting point on credits, where it's unlikely they give you the credit for an entire new heating system (let's assume the heating system condition was factored into the pricing of the home) but can get you close.
