I blame social media and my lazy generation..

In those cases, I've  sometimes seen incredible turnarounds when the person threatens to take the information public on social media, blogging etc. 

I worked (until I retired this past March) in a VA Medical Center for many years and the social workers connected with our VASH program VERY closely monitored the vets in this program making sure they met their share of the rent and utilities.Gail

I have some units section 8 and have worked with various social service agencies with rent programs with rent subsidies partial and full.
