Download your state landlord tenant laws..Is electric the only issue.. this storm is an Act of God,, and as long as the general area is out, not just your building because of needing repairs,, you would not be responsible to refund rent.. but is it safe to let them return or maintain living conditions.. what's your liability if a fire broke out and no smoke detectors,, they have probably no hot water or A/C..

Not the tenants fault.No but you can take enough showers to run out of hot water especially if the efficiency setting is used.

An option could be to sell as the prices have gone up, however the area she is in is undergoing renovation and becoming a hot area part of me is thinking to keep the home long term to rent out in the future.
