@Mandy Seley the way I personally handle this is to give all interested applicants a paper (Google Docs) application via email.

An added vent to the bathroom was necessary, fixing the handles on the shower, a minor leak in the basement, nothing that was a deal breaker.

Same with a roof, if you replace it because it is leaking, that's a repair. 

I had 11 of these and good systems in place but still had 1-2 evictions a year and 3-4 big things that were normal annoyances like plumbing leaks, damages from hurricanes, or some vandalism.

Plumber comes out, says it's the soaking tub located on that wall - the drain is leaking.

Painted the basement and repaired a leaking crack and some damaged drywall.

I’m set to close on a property tomorrow morning and upon a final walk through today to check if all items noted on inspection report had been completed we noticed that not only had the items not been addressed but there was also a water leak coming from the roof.

Trying to find some options that are not 'no doc 7-8%'.

You need to read the hoa docs and realize that once the actual homeowners take over from the builder, they may likely change the rules.....and yes, they can do it.

I think the first few docs are free anyways.
