For these two, I would rather wait and get confirmation that their economy is doing fine before investing there.

Obviously things happen, but to your point about big repair expenses, it's super important to confirm the exact condition of your property prior to closing, to hopefully avoid all that for quite a while.And then one last thing I would offer for your consideration is that a rental property has 5 actual income streams that come with it.

. - First, confirm how your lease speaks to its end without renewal.

Current financing available, construction costs and how to reduce them, appraisal trends, best practices when building on investment properties, rental values, design trends, how to minimize the construction time, ideal target markets, which city's DOB's are helpful and which aren't, preferred vendors, etc.

Hence the need for an all cash purchase, private money, hard money, or institutional financing that's designed for distressed investment properties. 

From what I'm being told, this addition has been built to code and although this will be confirmed once the inspection is complete, I am trying to better understand the process to convert this property into a legal duplex.
