If you don't want to set up a utility deposit, then put this in the addendum: Resident must make payment in full to the landlord above the capped utility charges prior to the due date listed on each excess usage bill.

It cannot seem like your prior rules were merely a subterfuge to exclude someone in a protected class.I do not think lenders are set up to make disbursements to vendors such as landlords.

This tenant is not a good fit for this style, he has bristled against the personal rent pickup from the beginning (even though I informed them of my policy prior to them filling out an application) and generally passive-aggressively opposed my policies (walk through checklist for one) from day one.
