So I would be prepared for them to say 'no' to any request for funds...that would defeat the cost saving nature of having the property owner maintain it instead of hiring a service.

The owner is price sensitive to repairs, the PM doesn't bear the cost and so is less price sensitive.

I'm also very skeptical by nature...just curious if there is a way that you've used in the past or you recommend.
