Some stay in a certain loan range etc.

You can learn a ton from the real estate experts on the site.As for investing in the $20-40k range, I recommend that you find highly respected professionals like @James Martin and @James Wachob to be your "boots on the ground."  

I think PSJ makes an attractive rental and flip market, but I'm on the sidelines a bit since I'm not in the area right now and after picking up homes in the $50-60k range, I'm not super thrilled to buy at $90k+ when they still need $10k in rehab and rent for ~$1100. 

I felt my offer was low enough to be realistically out of buying range, but not so low that the broker felt like i had totally wasted his time.

I am really interested in bringing a driving range to the Rogers-Bentonville area because I am an avid golfer and I'm down in Arkansas a lot already and there is never any where to hit golf balls at besides country clubs.

With respect to rent control sweeps over the entire Bay Area in the next 20 years, can it be a good thing?
