They claim to have other offers but I have doubt because it has been more than a month and they have not accepted any of the offers they claim to have.

@PJ Kolnik I don't mind the inspections and the regulations are not that bad.My main complaint is that I can put a regular tenant in one of my properties in 2 days.

I don't make any money by doing so, but would be glad to educate you so you can stop with the false claims. 

Tell him no and let him make a claim on his insurance.

My feeling was if they lied about Than Merrill being there (they even claimed he'd show up after we'd arrived for the free learning) then why would I fork over money (to them) for a program?

You may need to do a Renovation Builders Risk during the construction and then switch to regular policy once you get the CO. 

One of my rentals in Cleveland I was to the point of renting, twice.....below market rate and the tenants backed out at the last minute when they said they didn't like this, or that.......I advertised on GoSection8 and found a renter that met my qualifications within 2 days....I told my PM, No Smokers of any kind, No Pets, No Evictions, No felonies, and they have to already have the voucher in hand.Oh, and I'm getting more rent than I initially thought I would get.......PLUS it is a nice hedge against (the next upcoming) recession because I won't have to worry about them claiming they can't pay the rent because 92% of it is paid by Section 8. 

We have an idea to target a specific group of maintenance workers who regularly travel to several different locations around the country for 3-12 months of the year.

I am trying to take care of my mother who lives in Alaska by purchasing a single family home for her in the same area as my rentals in Indiana but would like to get an FHA loan by claiming this as a primary residence and my current home as a secondary.
