My commercial realtor typically sends a signed letter of intent (which is nonbinding but also just two pages) instead of a complete offer package to see if the seller is interested in our price and in closing fast.

It might give you some great food for thought.

Look at the entire package -- both what you're paying and what you're getting -- and make your decision that way. 

I'm going back and forth on a house with a seller, Basis Investments LLC out of Bryan TX, who bought the house as a package a few years ago and let the house sit vacant and accrue assessments from sewer/water and street upgrades. 

But, as you seem to suggest, that's just one thing to consider in the entire package with cashflow and paying down the mortgage.
