My ability to sell my fathers place may take 6-8 months as the system in place is "old Spanish law" and you need an attorney to do everything around here. 

When a seller is upside down and facing foreclosure 99%+ of the time the leads is dead in the water.

And yes John, I posted on Zillow after realizing that's how the system works. 

Each month I'm charged for water which is just a number provided on my monthly bill which is taped to my door.  

I would say stop wasting your time chasing those county programs which are turned on and off like a water faucet and concentrate on making money with buyers who have 3% to put down.Or, sell them on a 100% USDA loan and get them to move out of the city limits, buy more house for the money and their kids can have a pony!  

What changed was my understanding of the risks and experience using the system, I think debt can be very scary when you don't have a deep and long term understanding of the real life risks, and how to mitigate.

Reachable, do you really want to have an automated phone promt system that takes 30 minutes to get to a real person, or do you want to have the phone answered by a real person4.

It is much worse, imo, when there is a water leak and everything around stay wet for long time.

All utilities are separate for the tenants except water.

I know the law for squatters rights but any loan to put water well and septic would require some document showing the property in my name.
