I understand what it is and how to calculate it, but it just seems like the number could very easily be distorted depending on what percentages you're taking out for vacancy, repairs and maintenance, etc.

It depends on how it was run, there could be 3/4" - 1"  hot and cold water lines run up and everything just branches off of that to each unit, then you would not be able to easily separate and meter them. you are going to have to look in the basement and see if there are separate main lines to each unit.
