In the meantime, do not charge any pet fees but continue to enforce the basic reasonable terms of your lease like "clean up pet waste".Your lease should dictate the tenant's behavior, irrespective of the kind of animal that tenant has, if any.

If you don't respond, a whole lot of not so fun can come your way to include sending out a code enforcement officer/building inspector to view the project -who will determine the value for you. 

Hello BP Community,I'm looking to purchase a buy and hold property in a small townhome community that was build around 1984, has a CC&R document from 1983, but no current active HOA dues and enforcement. 

Think about how you would feel if you have 2-3 weeks booked for medical treatments, or treatments for your kids and 3 days before your stay it gets cancelled....or you're taking your kids on family vacation to the new Universal and your stay gets cancelled...because the owner got busted by code enforcement.   

Your job is not enforcement, so you just take the guest at their word. 

Enforcement and rules can vary dramatically even though it is a federal program. 

I'd start by calling the city hall of the town you are looking in and ask them about code enforcement records.

I'd seek an attorney to draft the addendum or any other agreement to ensure it is binding and enforceable in case the buyer has to go to court. 

If you’re unsure about how they might enforce a particular item, contact the city in advance to find out their take on it.
