Developing would consist of getting your utilities lined up for the area, plotting off sections (if needed), creating roads and other ways of access, etc. and then selling those lots off to builders.

The suggestion from another real estate investor who has seemed to crack the same nut is to move all addresses to where my tax address is (Kansas), have dad either add US phone in his home for me under my name or change his phone account name to my name; get utilities put in my name...

We now have 3 tenants on a one year lease, paying 1300 total, and they pay all utilities except sewer and water (about $300 per quarter).
