Not sure you can really charge them without any evidence of them causing the damages.Seems like a gray area to me.If it's a hole on an interior wall then it's reasonable to assume the tenant (or their guests) is the cause of the damages.If it's on the exterior it could well be a neighbor, or someone who's lost or drunk and doing a U-turned and back into the door,  I don't see how you can hold them responsible simply because it happens during their stay. 

These places may be more or less prone to season slowdowns, but surely not free from them.One of the best things we've learned to process through in rehab is this:  which items are going to be hard or slow during the winter (example:  exterior paint, pouring concrete, and many other things outside) and which won't be impacted (interior paint, kitchen rehabs, bathroom rehabs, etc.)

My understanding is that the Raleigh Zoning Board of Adjustment ("ZBA") is currently overwhelmed with a bunch of issues including extensive permit backlog, rules interpretation issues, and an internal system overhaul.

I guarantee you the interior of that house is just as bad. 

Some interior units need minor work flooring / kitchen outdated.
