If you have low or no leverage on a property you can always do a quick refi and purchase the next good deal when it comes up independent of the 1031.

In no way shape or form is the wording intended to be a vehicle where lenders can argue value with appraisers as, which ought to be obvious to any unbiased party, that would be a blatant act of impeding appraiser independence - an appraisal is not a debate.And by the way, the law reads "any person".
