@Jason Ellingham To best reply I am going to make some assumptions that a) you are financially intelligent and not asking from a position of having weeks worth of living expenses in savings but many months if not years, and b) you're operating from entering REI at an organizational/ professional level.

@Martin Nowak@Mike S.So, let me see if I get what Mike S. is saying. entity A:  owns the property and improvements (i.e. the building)entity B:  owns the businessentity C:  owns the brandB and C enters into an agreement to use C's brand.

In our paperwork, for example, not only would they not get any money back, but they would owe us a lease termination fee and would be responsible for rent on the broken lease until we filled the property.And I won't even dignify their ludicrous request for reimbursed moving costs with a response (unless a Bronx cheer counts).Assuming they were foolish enough to announce that they moved out in writing, I'd send them a unilateral Termination of Lease Agreement signed by you and acknowledging the exact date they claim they moved out.Then I'd enter the property, thoroughly document the interior condition via video, change the locks, and keep moving forward.

I would also recommend (if possible) to see if you can line up a walk through, inspection, or another legitimate reason to enter the unit when the tenant will be there.

If I do a full rehab with a high level finish, does the city enter into the property so that they can do a full appraisal and raise the value and thus the taxes as much as possible?
