In my market, tax lien buyers make the majority of their money on interest rates / penalty fees they receive when someone redeems. 

Is there partial fixes (ie. new roof, wind resistive windows and doors, etc.) that will accomplish what you want on reducing the rates.

My current APR is 7.15% I'm pushing towards the HELOC because lower cost on closing costs and refi interest rates are the same as my current loan right now. 

Look on Airbnb and see what the competitors calendars, nightly rate, and amenities look like, and it should give you a pretty good idea what the numbers would look like for that home. 

As mentioned, your taxes will be higher than the number they gave you as homesteads are taxed at a lower rate and you’re not living there.

The rate quoted was 8.875% so I really want to stay close to that as well.

We should see rate cuts in 2025, so there should be relief on the way.
