You just got stuck with a ringer.Here's one almost-guaranteed solution to get rid of the roach-loving tenant:  call dept of health--they will probably declare the unit unfit for habitation, and force the tenants out. 

This prohibition applies unless the landlord, property owner, orproperty manager (a) attaches an affidavit attesting that the action is necessary to respondto a significant and immediate risk to the health, safety, or property of others created bythe resident; or (b) provides at least 60 days’ written notice of intent to (i) personallyoccupy the premises as a primary residence, or (ii) sell the property.

In order to do this, I need the city to officially consider the second unit as a second house / duplex.I am working with the city planner to try and find the permit..but I was hoping for any thoughts or ideas from the BP community on how to attack this issue.Can you get an address and meters for an illegal property?

There has been much uncertainty the majority of this year as the world went on lock down in response to the greatest public health crisis in over a 100 years.

Rather than shut everything down, health experts could publish a public safety notice on responsible practices and let people make their own decisions.
