@Noel Mojica Plans cost me $4500, So far Ive paid my contractor $15,000 and that includes all utilities, sewer, framing, windows, basically everything so that I can go in and put in dry wall, and the finishing stuff (dry wall, kitchen, bathroom, floors)

Not Ottawa but Boston, and I can tell you that even in a big city like Boston rentals dry up in winter because (non scientific answer) it's cold and no one likes it.
