Tomorrow will be 22 days from move-out and the landlord has become non-responsive and there is no expectation that the landlord will suddenly become responsive or return the deposit.

To the tenant a full raise might signal that you will always raise suddenly like that.

You can try to justify shifting the blame all day, but I suggest you give them their money back.It's also normal wear and tear, it was not a sudden event that rises to any emergency where their failure to inform you constitutes negligence on their part.Bite the bullet and take it like a landlord, that's part of the game. :)

Then after signing the contract, I tried to set up a visit with my cash partner and the tenants suddenly decide to not move out. 

That way, you profit anyway.Otherwise, what happens is that when a tenant wants out of a lease, they all of a sudden start complaining about mold and roaches and mice and rats and you-name-it things that they can legally get out of a lease for.
