when you pull the information on the properties look for a tax mailing address that is different from the subject address this will let you know the building is not owner occupied, it will also give you the address that they are receiving the tax bill at in most cases this search will also yield the name of the owner.

One option is to showcase the letter refusing to accept the partial payment, with the copy enclosed the partial rent check, which was sent back via USPS mail with certificate of delivery to the tenant?

Go in and make sure the place is okay, send a registered letter stating that the lease is terminated (use the mailing address for the house) and get it re-rented.
