I'm sure that there are laws that prevent you from doing this, however even if there aren't it's not morally right to do so.

Looks like Texas does have more stringent rule to prevent landlord from being "discriminating".

People who haven't dealt with rent control directly, don't ever think about the possible upsides for investors, in my opinion.Also, I'd be singing a different tune if they had implemented these rules 3-5 years ago, or if they made the cap like SF or Mountain View.

My sense is that it is not if the city council will try to implement restrictions, it's a matter of how far they will go in the regulations.
