Assuming Minneapolis enacts new short term rental regulations, it'll only be a matter time until St Paul follows suit.

I wonder if that price point would be better suited to the southwest markets. 

I like your last idea of a duplex or a home that has a separate suite. 

Why not look at moving to a duplex or place with a suite?

Made a master suite and added a powder room.

The HOA fees cover any exterior costs like roofing so I only have to be prepared to cover issues inside the suite - although there usually are special levies every year that they charge a few hundred bucks for to upgrade/maintain various issues in the complex.

These properties also lend themselves better for after you move out, as they are easily converted to a single-family with an in-law suite in the basement, so you can rent each floor as a separate unit, instead of the whole house as one.
