They don't cost much.You basically want the house to have good systems (those are expensive to fix) and horrible cosmetic issues (paint, carpet, cheap easy to replace things).

Its something I may do and then settle for carpeting the bedrooms.  

I haven't figured out that decisions making process yet, though it seems as though banks are trying to auction the properties in need of more work to drive up the price, while getting other foreclosure properties painted, carpeted, and then listed at full value.

There is also one window that needs to be replaced and some carpet to be replaced. 

Carpet, paint, old cabinets etc., etc.

When there's carpet, ripping it out and using vinyl plank or refinishing the hardwood underneath.For single family homes, I try not to supply appliances. 

Mostly Cosmetic (painting, appliances, new carpet) on my end after it has sat for a year or two empty.  

It has a new roof (2015) sump pump (2015) I needs new carpet whole house but owner says wood floors under. 

In addition to this, our landlord is making us pay for carpet cleaning and painting over tiny holes from hung paintings.

For the first property though, the one I am living in, I have recently had some water damage to my carpet.
