targeting higher flyers who want to say 'test the waters' in a foreign (to them) neighborhood, in exchange for 'locking- in' a buy price that fits the 2- 3 year average appreciation from say an 'expired' and/ or FSBOer who overpriced their property, then corrected their asking price 6- 12 months too late... and now are perhaps in another state, etc.

My recommendation would be to have a hardwood flooring contractor give you an estimate to see if the cost fits your budget.If the flooring underneath is laminate, you might as well call it a day if you decide to steam clean your carpet.

People would call and knowing all the inventory on the market in the county (I did the advertising for the office too) I knew exactly which property would fit for them, took them out and sold them.

You should get an inspection on every property you buy.Also, a great piece of advice I once got was not to worry about your probability of winning the deal, only make offers that fit your criteria.

You can also look for an agent on Zillow or Yelp in the desired areas and interview a few to see which is the best fit for your cousin.
