For example, my duplex has brand new furnaces, hot water heaters, and AC units, and the roof is 5 years old.

I also don’t understand how it comes into play when closing on a property.

ALL of mine sold to owners not renters.. and those folks are picky.. when you can get brand new for about the same dollars with new amenities what do they chose. 

Looks like nothing comes into play until next year but the articles I've read are not clear on when the new rules will be implemented.
