@Upen Patel is a lender in the area that has one of these programs.Also to be aware of, 3-4 unit properties in the area typically will not meet the FHA self sufficiency test, so you may be limited to 2 unit properties.

. , not sure that would be sufficient warning, Matt, but in the meantime, the original poster's scenario did not mention ANY warning being given to the tenant about the need to move things or the extent of the vibrations, so the landlord is still liable.
