As long as you have good storm windows on the outside you might be okay until you have safed up some money.

(Very safe and affluent areas) Our est time to close is just about two weeks shy of today.

I also have a little money in some super safe, but really poorly performing stuff such as some government bonds and bank CDs.  

So, is it "safe" to bid on units in this case that you cannot substantiate the value or the repair effort?

pull permits to make sure that homeowner repairs are within code, if you are doing a flip or renting it out you want to make sure that the improvements are safe or you could end up with unexpected costs.
