@George Smith I'm in your jurisdiction, and I was told by two different attorneys that a workaround would be to check your account daily, and if a partial payment were to show up, debit that exact amount by cutting a check and mailing it back to the tenant via certified mail with a letter stating you are refusing the partial payment and telling them to cease making such payments.

I scrape the MLS and do a lot of analysis of properties daily for my clients... and based on my research, Southern MD, portions of Baltimore, and other exurbs (Northern MD around Hagerstown) Southern VA around Fredericksburg and Winchester can all have properties that will cash flow.

MLS listings are sold daily on low ball offers.The trick is offering at whatever PP and proving the ability to deliver the offer at first contact.Unfortunately, many buyers' agent/brokers don't see volume to keep phone lines and cell phones busy other than socializing.
