The contract works because it protects everyone’s interest in deals and it prevents other wholesalers from “stealing” deals or daisy chaining (pushing deals out to the public that aren’t there’s to push).If you want to close more deals, in a reasonable amount of time, use documents that are acceptable to title companies and attorneys.

I have weighed all points of view and I agree that the lease is most important but I also feel that reason in implementing the lease is also critical.

Would there be anything preventing a person doing the Refinance R in BRRRR using a VA loan, assuming I'm talking about a veteran and it is a primary residence house hack?

It is a solid opportunity to secure the property and implement a strategy to either add value and reposition, cash flow, or both.

Sorting through all of these options and the timelines for implementation now. 

The VA has stricter finance criteria than some loan programs which may prevent you buying as much of a "project" as you want.

However, if the County implements the ban or modifies the minimum length of stay I don't think you have a case.
