I do agree that one should not charge excessive rates. 

In Los Angeles(my only experience), I have rarely had to talk to or deal with a housing authority rep., the systematic code enforcement is supposed to be every 5 years but usually takes 7-8 years, the annual elevator inspection happens every 2-3 years. 

It isn’t a problem with any of the 7 housing authorities in our market.

Otherwise how will the tax authorities know what is the ownership participation of each tenant, considering that common tenancies do not necessarily split the ownership equally?

With the section 8 housing do you know if the Tulsa Housing Authority would responsible for paying all the rent or if they just pay part of the rent to make up for the tenant's lack of income?

Depends where you guys invest but SFR split four ways seems a bit..... excessive.

While I agree with you in spirit, in the case of excess proceeds, any lien can survive.

In the book “Who Not How”, without spoiling too much, the author mentions a concept of being committed to results.
