I've seen one situation where a second floor was added that had the same layout at the existing first floor - it turned out to be a simpler process, though it still involved underpinning the foundation and of course all of the engineering and permitting requirements normally required.Also be aware that, depending on the age of the existing structure, you may have to deal with geotechnical.

I'm actually a bit surprised that someone who is licensed thinks that something is "common knowledge among professionals" isn't more versed in the legal concepts and arguments for and against the topic but regardless my stance is still the same.
