However, when/if you hire a contractor to do your remodel work, I certainly suggest that you confirm that they have workers comp and general liability coverage in place, and with decent limits (most have at least $1MM in GL coverage).

We are going to weigh our options but this could be a good way to remedy the situation if we can’t get him to recognize the documents we have are legit I would confirm with the tenant that he understands that he is accusing the prior owner of forging his signature, which might be a federal crime since this is a real estate contract (I'm not 100% confident on that, but it is a crime no matter what).
