If the floors are uneven then it always leads back to something structural and that is usually due to the foundation - this could be that it has simply settled a little over the years (or a lot/too much), it could be unmaintained gutter downspouts and grading that have caused foundation damage, or it could be more serious.More serious issues would be excessive settlement and contractors knocking holes through the support walls to modernize with newer mechanicals through the years.

The neighborhood kids were a bit more raucous (I think there was a bottle rocket war going on from my porch at one time) and the neighborhood church ladies kept stopping by and trying to give me bags of household goods (we had a really nice church a few blocks away that did a lot of neighborhood outreach), but that's about it.

Over 4 families you need to look for an agent that works with multiple companies that insure Apartments.Two companies that do a lot of Dwelling/Fire Policies for 1-4 family rentals are:   American Modern Home  Foremost InsuranceThey may or may not be competitive in your area but looking up their agents in your area may lead you to some agents who have multiple companies and know the residential market.Another company that you may want to seek agents for is PersonalUmbrella.com.
