Direct Mail Question / Looking for advice on approach

Hello BP! 

First off I would like to thank you for taking your time to read this.

I recently started driving around neighborhoods in A and B neighborhoods and started writing down addresses for homes that could use a little bit of work towards them. 

I had came across a single family home that looked like it needed little amount of help so I added it to my list of possible mailing houses in the neighborhood. Upon looking up information about this home on the county website I had found that that the deed of this home was transferred to a woman last month that I believe transferred due to her parents/family members passing. While looking further into the county records this woman's current residence is in Arizona and this has been her residence since the late 1980s.. 

This leads me to my question for you guys and ladies: 

 How would you approach this matter and how might you consider writing your letter to this woman?
