Do not have them pay the part related to the meter reading dates, just the current charges, but also have them security deposit expected meter reading bills that won't come out until months after they leave and have them sign that that money will not be returned until after the bill for those readings are processed.

These allow you to place a deposit on the card, and have a credit limit equal to that deposit. 

Get the original tenant to put pressure on him to leave and tell him you can't return the deposit until the house is vacant.

Dominic,You do not need to wait two years with a fully delegated bank/lender you use the 1st year plus a current profit and loss with bank statements to support deposits reflecting income. 

I know this position that I'm taking can be easily refuted with the logic of economics, eventual adjustments by appraisers to match with the market, etc.
