I'm looking at buying an established restaurant franchise that has been around for 6 years. 

In addition the town is fairly well populated, thus there are a number of restaurants, shops, etc. 

These locations would be great for well known local businesses looking to expand(restaurants, bars, etc.)

.- If you had a second gen space (like a nail salon or restaurant), then a new tenant in the same business could potentially ask for less TI.

It's like if I go to the restaurant and go into their kitchen and tell the cook how to make my meal, that can't happen.

Most people that are doing this sort of thing, be it on a big or small scale are pretty aware they are doing something wrong, but remember, they are not experienced in real estate or other high-level thinking (again, this is about pot, not mexican drug cartels) so even if it's one plant, chances are they might be the type that is willing to take small, unsavory risks here and there.
