I want them to leave but I want to do it like they are actually making the decision to leave which I wasn't thinking that telling them they will need to qualify and giving them a head start up that the rent will be increasingly by November to give them adequate time to find other living arrangements if they can't handle the increase or the new qualification and lease requirements.

I also agree that regardless of the status of your relationship with the current PM company; having a bad PM is better than no PM so sticking it out until you make other arrangements and paying them during the transition is certainly the smart thing to do.

(Had to make special arrangements for them to accept a cashiers check with escrow acct info on check and got deposit slip from bank officer after verifying account with escrow company, I almost backed out of deal and it would have affected two other contingencies).I have other questions in regarding the escrow process which I found unprofessional .

So, you would have to arrange for the inspections to occur and to make any repairs necessary to get the property to pass the inspections.

What type of agreement/document can I draft up to protect myself and make him commit to the arrangement?

What are your opinions as to this kind of arrangement.

A percentage is always good, so long as its well managed, to ensure its an equitable arrangement for all.
