So not tax meaning i have to put that money in another property to avoid tax You can do quite literally whatever you want with the excess money pulled out of the refi -- blow it at the casino, remodel your bathroom, or put it into another investment.

I have a property in Rohnert Park CA  4 acre right across from the graton Casino I bought it in 95 for nothing.. we have to do a Salamander study.. its a 4 million dollar property be held up by a salamander and we paid 27k for it.. so I am anxious to get it moving so I can cash out.

I can't speak to the specifics of Newburgh but I can imagine with the introduction of the casino, the elements at play and the development in Dutchess, and the continued expansion at Stewart will all bode well for the Newburgh market as well.
