You are going to want to take a trip down to the code enforcement/building permit office in that town and ask that exact question. 

You don't want to be tripped up on this and ruin a great opportunity.I know this was a lot of information but feel free to ask additional questions if needed.

From there, we have to look at where your comfort zone is, as far as, would you like to be able to drive and see your investment property (Less than a day away), or would you be okay with flying and seeing your investment property (multi-day trip)?  

This won't cost you same charges it just another trip for appriser to go in and check if that fix or not.

I saw many deals in and around Michigan for 65-85K that would return 800 USD a month or about $1100 a month where I am from.It's easy to see that if I sank 250-350k jn the states I could easily get 5 - 7 deals maybe more If I wholesaled the deals myself I'm seeking honest feedback, Is it a realistic dream to build a portfolio in the USA (Midwest) and combine with 2 yearly inspection trips and maintain a tight communication with people on the ground while living overseas?.

It's the price of a pizza or the monthly accumulation of a weekly trip to Starbucks.

They can trip the sensor manually and do their laundry. 

The neighbor with my same address number, but a few streets over, probably make a trip to one another's houses about once every month or two, lol.
