After digging it out the plumber determined that the pipe was busted and had cement leak from setting the fence post into it causing the back up.

Just ensure it is inspected like you would have a cement foundation inspected.Are you sure about the market price of $185K for that area?

Also, The properties I'm targeting I've spent the time upfront cross checking town / state tax records to further cement the fact that these are the right properties to target ( behind on taxes, water and sewer liens etc. ) clearly, these people are financially stressed.

I would go with cement, epoxy or laminate flooring; material and labor will be much less than any kind of tile.
