If you go 3-4 unit and use FHA, you'd have to satisfy FHA self sufficiency which can be really tough to do in this market. 

Was thinking that regular key access would be sufficient to the offices on the interior doors but if there is something that is better and is still cost effective would love to hear more.

3-4 units are very difficult to make work in the area with an FHA loan because of the FHA self sufficiency requirement where 75% of the rent income has to cover the mortgage payment which is challenging.

As for what they cover, it depends on whether you have cash value or replacement value coverage and if you were insured for sufficient value for the house.

Well I think you will find it very difficult to achieve r 15% CCR via turnkey these days in any market, assuming you allow sufficiently for soft costs like vacancy & maintenance.
