from my experience some new paint and carpet really made the place nice. every spot is different though, if you got cracks in the wall what good will the paint do, etc.

Seems in the sweet spot financially and that does not sound like a lot of rehab.

If you are too far away to have driven there, this sounds like a problem which could have been diagnosed and solved on the spot via telephone.
